The rating for the height of bamboo is subject to so many variables you can have 2 groves within several hundred feet of each other that max out at different heights. Getting a bamboo that reaches its maximun height will require 7 to 15 years for the root mass to increase to sufficient size to store the energy needed for the grove to produce full height culms.
